Barry was born November 11, 1933, in Tulsa, Oklahoma, to Ruby (Trent) Weaver and Carmen Sylvester Weaver.
Barry earned his Bachelor of Arts from the University of Arkansas and worked in aptitude testing. He was a long-time member of the Newton County Wildlife Association and was a coalition member of the Newton County Hometown Health Initiative.
