Jasper passes residential building code

The Jasper City Council met Thursday night, April 15, and passed an ordinance regulating the residential building code for the city.
The ordinance defines multi-family and single family dwellings and permitted uses of residential structures.
These do not include travel trailers or single-wide mobile homes, but may include double-wide mobile homes or modular homes that have tongues, wheels and axles permanently removed after the unit is placed on a permanent concrete slab foundation or other approved foundation. The exterior shall be situated and maintained to give the appearance of a site-built home.
A residential structure replacing a structure in place at the time of this ordinance must meet requirements as approved by this ordinance.
Lot area and setbacks include a minimum lot area of 5,000 square feet for a single family dwelling. An additional 1,500 square feet is required for each additional family unit per lot.
The ordinance also addresses lot widths, the size of front, side and rear yards.
Dwelling size requires a minimum of 750 square feet for a single family and an additional 750 square feet for each additional family unit per lot.
The maximum hight allowed by the ordinance is 2 stories.
Permit seekers must apply for a permit with the city clerk at city hall. Permit requests will be approved in a timely manner. If the city takes no action on a permit request within 45 days, the permit is assumed to be approved.
There is no fee stated in the ordinance for applying for the permit. The penalty for non-compliance shall result in a civil fine of not less than $25 or not more than $100 for each day such violation continues.
The third and final reading of the ordinance passed with council member Les Murphy, Lindsey Graham and Todd Parker voting yes. Council member Michael Thomas was absent.
In related business Thursday, the council approved a building permit for Dennis Boyd who proposes to remove an existing structure and build a new residence.
The council also approved a permit for an overnight rental for Ben Bowser on a commercially zoned property. In this matter, Parker abstained his vote requiring Mayor Jan Larson to cast the deciding vote in favor of the permit.
